NoWHere Film Festival Regulations 2023

1. 조직 / Organizations

나우히어영화제(NoWHere Film Festival, NWHFF)는 주식회사 케이뮤직공방이 주최하고, 나우히어영화제 집행위원회가 주관한다.

NoWHere Film Festival is presented by K-Music Makers Ltd. and hosted by NoWHere Film Festival Executive Committee.

2. 목적 / Goals

나우히어영화제(NoWHere Film Festival, NWHFF)는 공연예술과 영상예술의 만남을 통해 새로운 예술장르를 실험하는 공연예술 영화제로서,

다양한 실험적인 영상창작물 을 소개하고 지속가능한 창작 생태계를 제시하는 페스티벌이다.

The NoWHere Film Festival (hereinafter called NWHFF) aims to experiments with new genres of art through a meeting of performing arts and

visual arts and a festival that introduces various and experimental video creations and presents a sustainable creative system.

3. 개최 일정 / Festival Dates

2022년 제2회 나우히어영화제는 2023년 12월 14일(목)부터 12월 16일(토)까지 총 3일간 경기도 시흥시와 온라인 플랫폼(http://www.nowherefilmfestival.com,

Youtube)에서 개최한다. 단, 일부 온라인 플랫폼은 추후 변동될 수 있다.

The 2nd NoWHere Film Festival will take place from the 14th (Thu) to the 16th (Sat) of December 2023 in Siheung-si, Gyeonggi-do, Republic of

Korea and ONLINE platform(http://www.nowherefilmfestival.com, Youtube). However, some online platforms may change later.

4. 프로그램 부문 / Programs

나우히어영화제는 다음과 같은 두 가지 프로그램 부문으로 구성된다.
1) Now: 영화, 오페라, 연극, 판소리 등 내러티브 기반의 영상물 (Narrative Film & Video)

2) Here: 미술, 미디어아트, 디자인 등 논-내러티브 영상물 (Non-Narrative Film & Video)

나우히어영화제 출품된 모든 작품은 영화제 심사위원회의 심사를 통해 경쟁 및 비경쟁부문에 선정될 수 있다.

The official sections of the NoWHere Film Festival are as follows:

1) Now: Narrative based films such as movies, operas, plays, pansori etc (Narrative Film & Video)

2) Here: Non-narrative videos such as art, media art, and design etc (Non-Narrative Film & Video)

All works submitted to the festival can be selected for competition and non-competition through screening by film festival judges.

5. 시상 부문 / Awards

출품작은 아래의 총 3개 부문에 대하여 시상한다. 시상작에 대해서는 다음 회차 영화제에서 퍼포먼스 혹은 게스트로 초청할 계획이며 상황에 따라 형태는 변경될 수 있다.

1) NOWHERE : 예술 영역 간의 경계를 넘어 새로운 시도를 보여주는 실험적인 작품 1편

2) NOW HERE : 심사위원회에서 선정한 올해의 작품 1편

3) 관객상 : 관객들의 투표로 뽑힌 인기 작품 1편

Entries will be awarded for a total of three categories below. For the winner, the festival will invite them as performers or guests in the next year, and the way of inviting could change depending on the situation.

1) NOWHERE : A Experimental film showing new attempts beyond the boundaries of the realm of art

2) NOW HERE : A film selected by the Jury of the Year

3) An audience award : A popular film chosen by the audience

6. 출품 / Submission

6.1. 출품 자격 / Eligibility

1) 2022년 1월 1일 이후에 완성된 작품으로, 출품 마감일까지 모든 제작이 완료된 작품이어야 한다.

2) 작품의 길이는 30분 이내로 제한한다.

3) 2022년 2회 이전 나우히어영화제에 출품되었던 작품은 다시 출품할 수 없다. 다만, 이전 출품된 작품을 재촬영, 재편집하거나, 동일한 소재라도 새롭게 재구성한 작품은

심사위원회에서 시사한 후 출품자격을 결정한다.
1) The film must have been completed no earlier than January 1st, 2022 and all production must be completed by the deadline for submission.

2) The length of the film shall be limited to 30 minutes.

3) Films submitted for previous editions of the Festival should not be resubmitted. In case of new versions due to re-shooting, re-editing and etc.,

exceptional cases may apply by the decision of the Selection Committee

6.2. 출품 방법 / Entry Process
나우히어영화제에 출품을 원하는 자는 필름프리웨이에 접속하여 단계별로 요청된 자료를 모두 제출한다.

Entry to the Festival must be done through the festival’s online entry system: http://filmfreeway.com/NWHFF
Entrant must fill in requested information in each field.

6.3. 출품 접수비 / Entry fee
나우히어영화제는 출품자로부터 별도의 접수비를 받지 아니한다.

No fee will be charged for film entry.

6.4. 출품 기간 / Deadlines

출품 기간은 2023년 10월 20일(금) ~ 11월 14일(화) 24시 00분(태평양 표준시, PST)이다.

The deadline for the submission is August 14th (Sun), 24:00 (PST).

6.5. 영화제 최초 상영 조건 / Premiere Status

출품작에 대한 최초 상영 조건은 없다. 그러나 이전에 다른 어떤 곳에서도 상영되지 않은 영화를 우대한다.

The NoWHere Film Festival considers films regardless of their premiere status. But Films that were not screened anywhere else in the country

will be given preferential treatment.

6.6. 자료 제출 / Entry Materials
출품자는 필름프리웨이에서 요구하는 필수 입력 사항들을 입력하여 제출하여야 한다.

Entrant must fill in requested entry form and provide Preview Screener link via online entry system. (http://filmfreeway.com/NWHFF)

6.7. 저작권 / Copyrights:

2) 출품작은 영상, 배경음악 및 등장인물 등에 대한 저작권과 초상권을 침해하지 않아야 한다. 이에 관한 법적 책임은 출품자에게 있으며, 영화제는 저작권 및 초상권 침해에

따른 책임을 일체 지지 않는다.

3) 출품자는 출품작과 관련된 모든 저작권을 취득한 후에 출품하여야 한다. 최종적으로 저작권과 초상권을 취득하지 못하였다고 판단될 경우 영화제 개최 이전 혹은 종료

이후라도 작품 선정을 취소할 수 있다.

1) Films submitted to the NoWHere Film Festival are deemed to be the copyright holder's party (including the case of the agreement with

co-copyright holders), or to be submitted on behalf of the copyright holder upon the consignment.

2) It is the sole responsibility of the Applicant to secure authorization and permission from the copyright owner(s) of any and all copyrighted content or materials included within the submitted film. The Festival will not be held responsible for any unauthorized use of copyrighted

content or materials within the submitted film, including any content or materials that are or may become the basis for any third party claims

for copyright infringement.

3) If it is deemed that the copyright and/or portrait rights have not been cleared by the applicants, the Festival may cancel the selection and

award of the film before, during or after the festival.

7. 작품 선정 / Selection

7.1. 선정 절차 / Selection Process

나우히어영화제에 출품된 작품은 영화제 프로그램 심사위원회의 심사에 의해 각 부문의 상영작으로 선정된다.

영화제 상영이 확정된 작품에 한하여 2023년 11월 28일(화) 이후 개별 연락을 통해 공지한다.

The Selection Committee will choose films for the official selection after screenings. Only selected films will be notified individually via email by

September 28th (Tue) (PST).

7.2. 출품 철회 및 선정 취소 / Withdrawal and/or cancellation of selection

나우히어영화제 프로그램에 선정되어 상영이 확정된 영화는 출품을 철회할 수 없다.

단, 출품신청서에 사실과 다른 사항이 기재되었을 경우, 나우히어영화제 심사위원회의 결정에 따라 작품 선정을 취소할 수 있다.

Once a film has been selected, it cannot be withdrawn from the enlisted program. In the case of any intentional and/or unintentional misgiven

information on the entry form, the Festival Selection Committee can reach an agreement to cancel the designated film’s status from the

Program.

7.3. 선정 부문의 선택 / Screening section
선정된 작품이 상영될 프로그램 부문은 나우히어영화제의 결정으로 조정될 수 있다.

If the selected film is screened, the program section can be adjusted by the festival management's decision.

8. 상영 / Screening
8.1. 상영 방법 / Methods

나우히어영화제의 선정작은 영화제 기간 온.오프라인 플랫폼에서 상영될 예정이다.

The film will be screened on the online and offline screening platform during the film festival.

8.2. 자막 / Subtitles

나우히어영화제 상영작의 최종상영본에는 한국어 혹은 영어 자막이 포함되어야 한다. 그 외 언어로 구성된 영화일 경우, 반드시 영문자막을 포함해야 한다.

The final screening is a film that must be included a Korean or English subtitle. if it consists of other languages, English subtitle must be included.

9. 자료 제출 및 활용(*공식 상영작으로 선정된 작품에 한함) / Materials list for selected films and its coverage (*APPLIES TO SELECTED ENTRANTS ONLY)

9.1. 자료 제출 / Materials list for selected film

작품이 선정된 경우, 선정작은 영화제의 요청에 따라 하기의 명시된 자료를 기한 내에 제출해야 한다.

- 상영 동의서 (*서식은 영화제 측 제공 예정)
- 상영작 스크리너 H.264 .mov 또는 .mp4 / AAC (Image Size: 1920*1080 이상)
- 영문 대본
- 영문 시놉시스
- 감독 사진 및 영화 스틸 컷 (최소 3장/300dpi)
- 감독 필모그래피 및 바이오그래피
- 크레딧

- 포스터
- 트레일러(선택사항)

For official section, each Entrant will keenly cooperate upon the request from the festival management.

- a screening agreement (The format will be provided at the film festival)
- Downloadable Screener (H.264 .mov or .mp4 / AAC / Image Size: 1920x1080)
- Dialogue List in English and Original language
- Synopsis in English
- Director’s photo and still photo of the selected film (at least 3 photos / 300 dpi)
- Director’s Filmography and Biography (in English)
- Cast & Credit List

- Poster of selected film
- Trailer (if available) : a downloadable file format

9.2. 자료 활용 / Use of materials and coverage

1) 제출한 자료들은 프로그램 카탈로그 제작과 영화제 전후 홍보 자료 등으로 활용된다.
2) 영화제 홍보의 범위는 영화제 공식 홈페이지, 매체(신문, 방송, 잡지 등)를 포함하여 소셜미디어 등 통상적으로 홍보 활동이 이루어지는 모든 채널을 포함한다.
3) 영화제는 영화제 홍보용 영상 제작을 위하여 제출된 스크리너 및 트레일러를 편집하여 사용할 수 있다. 단, 출품자가 홍보용 영상물을 별도로 제출하지 않은 경우,

영화제에서는 상영작 본편 중 3분 이내의 영상을 편집, 제작할 수 있으며 이는 오직 영화제 홍보용으로만 사용된다.
4) 영화제 측에 제출된 9.1에 명시된 자료는 별도의 요청이 없는 한 반환하지 않는 것을 원칙으로 한다. 단, 선정작 관계자의 별도 요청 시, 해당 자료는 영화제 폐막 이후

파기한다.

1) Materials provided by Entrant in the request from the Festival shall be used including for any promotional purpose, but not limited to Program

Catalogue, promotional materials before and after the festival.

2) Festival’s promotional activity coverage includes but not limited to local and/or international newspapers, broadcasting, magazines, and online

activities on festival’s official website and social media channels.

3) Festival can edit and/or extract the submitted trailer and/or excerpts of selected films to create its own promotional video. In case, trailer

and/or excerpts are not available, the Festival is authorized to use of extracts of final screening version within three minutes, under its strict

supervision. The excerpts will be used only for promotional purposes for the Festival.

4) Submitted screeners will be catalogued and made available for domestic and/or international juries, press, critics, and industry guests at the

Video Library during the festival.

5) Submitted materials will not be returned and/or discarded unless otherwise a specific request from participants.

10. 아카이브 활용 및 동의 / Festival Archive

나우히어영화제 상영작의 모든 스크리너 영상물은 본 영화제가 운영하는 아카이브에 영구 보관함을 원칙으로 하며 공연예술영화와 실험영화 활성화를 위한 연구, 상영회 등

비영리 및 공익 목적으로 열람 및 활용할 수 있다.

All selected films authorize that its provided screener will be part of the Festival Archive, thus will be catalogued and being open to be viewed at

internal circulations by request or being screened only for educational & non-commercial purpose after the festival.

11. 일반 규정 / General Regulations

이해 및 동의한 것으로 간주하고 그 효력을 갖는다.
2) 상기 규정에 포함되지 않은 사안은 나우히어영화제 집행위원회에서 결정한다.
3) 천재지변 및 사회적 위기 상황 발생 시 위 규정의 내용에서 변경되는 상황이 발생할 수 있으며 규정 변경의 상황이 발생하는 경우 관련한 내용은 상호 동의 하에 협의할 수

있다.

1) As the entrant completed and signed on entry form, the entrant acknowledges and agrees to NWHFF Rules and Regulations for the festival.

The above regulation take effect with the initial application for film is submitted to NWHFF, which contains the approval of the filmmaker or

his/her representatives.

2) NWHFF reserves the right to make an independent decision on matters not concerning the above or where no decision has been specified.

3) In the event of a natural disaster or a social crisis, a situation may be changed from the contents of the above regulations, and in the event of a

change in regulations, the relevant matters may be discussed with mutual consent.
